17 Charged with Terrorism Over Vandalism of Power Infrastructure in Uganda

In a major crackdown on vandalism of critical infrastructure, security agencies in partnership with the Uganda Electricity Distribution Company Ltd (UEDCL) have arrested and charged 17 people for destroying electricity systems across the country.

The suspects, including Joseph Ssemanda, Emmanuel Kato, and Yasin Mutyaba, were charged in the Nakawa Chief Magistrates Court with terrorism-related offenses. According to authorities, the crimes took place between 2022 and May 2025 in several areas, including Kampala Metropolitan Area, Luweero, Nakasongola, Mityana, Kiboga, and Mubende.

The accused are believed to have vandalized and tampered with power lines and installations with the aim of intimidating the public and pressuring the government for political, social, and economic reasons. These acts caused serious disruptions, including massive power blackouts that affected both homes and key facilities such as Luweero Industries and Nakasongola Military Hospital.

Officials revealed that the damage caused led to heavy replacement costs and affected countless domestic and commercial electricity users. The incidents have raised serious concerns about the protection of national infrastructure and the safety of citizens who depend on reliable power.

The joint operation between security agencies and UEDCL was launched after repeated incidents of power outages and suspicious activities around electricity installations. Their combined efforts led to the arrest and court appearance of the 17 suspects.

Authorities are now calling on the public to be more vigilant and help protect the country’s electricity infrastructure. Anyone who sees suspicious behavior near power poles, transformers, or substations is encouraged to immediately report it to local leaders, UEDCL, or the nearest security agency.

Protecting power infrastructure is a shared responsibility. It keeps homes lit, hospitals running, and industries operating. By working together, Ugandans can stop these acts of vandalism and ensure steady electricity for all.
