Maj. Gen. James Birungi is a name that many Ugandans have come to respect, especially during his time as the Chief of Military Intelligence (CMI), later renamed the Chief of Defence Intelligence and Security (CDIS). His leadership marked a turning point in Uganda’s intelligence operations, bringing both discipline and results. He helped rebuild public trust in military intelligence by enforcing professionalism and tightening operations that had previously been under scrutiny.

One of Gen. Birungi’s biggest achievements was the war against the Allied Democratic Forces (ADF). These rebels had long terrorized areas in Uganda and the Democratic Republic of Congo. Under his watch, CMI launched successful operations that led to the arrest of many ADF members and significantly disrupted their networks. Regions like Kasese and Kamwenge, which had suffered frequent attacks, began to see peace and stability return. His work played a big role in restoring security and giving people hope.

In addition to fighting terror, Gen. Birungi also managed domestic security challenges. He handled sensitive situations such as trade protests with skill, preventing damage to property and saving lives. At a time when political tensions were high, particularly with groups like the National Unity Platform (NUP) and others allegedly involved in violent acts like market burnings, he acted firmly but professionally. His actions helped to prevent chaos and maintain law and order in the country.

Gen. Birungi was known not just for his achievements, but also for his personal dedication. Those who worked closely with him say he often sacrificed his own comfort and personal time to ensure national security. He earned the trust of citizens and respect from fellow officers, showing that true leadership is about service and hard work.

Perhaps one of the most difficult tasks he faced was dealing with underground mafias and individuals trying to destabilize the work of security agencies. These groups aimed to create confusion and mistrust among the public. Gen. Birungi worked quietly but firmly to expose and stop these malicious networks, helping maintain peace and national unity.

After his successful time as CMI boss, Gen. Birungi was transferred to head the Mountain Division, and later, he was appointed as Uganda’s Defence Attaché to Burundi. His track record shows that wherever he goes, he leaves a legacy of order, security, and professionalism. Uganda owes much of its recent intelligence successes to this quiet but powerful leader.
