The Electoral Commission of Uganda has officially announced the appointment of Richard Baabo Kamugisha as its new Secretary, marking an important development in the leadership of the country’s electoral body. The announcement was made through a press release issued on March 10, 2026, confirming that Kamugisha assumed the position effective March 4, 2026. His appointment comes after he had already been serving in the same role in an acting capacity since late 2024 when the former Secretary left the institution.

Kamugisha’s confirmation as Secretary is seen as a recognition of his long service and dedication to the commission. Having worked with the Electoral Commission for more than two decades, he brings with him extensive experience in election management and administration. His career at the commission began in 1999, and over the years he steadily rose through the ranks while handling several critical responsibilities that shaped the institution’s operations.

Before becoming Secretary, Kamugisha served in a number of key positions that allowed him to gain deep knowledge of the country’s electoral processes. He previously worked as a District Registrar and District Returning Officer, roles that placed him at the center of organizing and supervising elections at the district level. He later advanced to become the Head of the Field Operations Department, where he oversaw coordination of election activities across various regions of the country.

His leadership journey within the commission continued when he was appointed Director of Operations. In that role, Kamugisha was responsible for planning and implementing election-related programs, ensuring that electoral activities were conducted smoothly and in accordance with the law. His strong institutional knowledge and experience in managing large electoral operations earned him the confidence of the commission’s leadership.

As Secretary to the Commission, Kamugisha will serve not only as the chief administrator but also as the Accounting Officer of the institution. In addition, he will head the technical management wing of the commission, which plays a critical role in coordinating the planning and execution of elections and referenda across the country. This position carries significant responsibility, as it ensures the smooth functioning of the commission’s daily operations.

The Electoral Commission Act provides that the Secretary serves a term of five years, with the possibility of renewal for one additional term. This means Kamugisha will be expected to guide the commission through several major electoral activities during his tenure while ensuring that its administrative and operational structures remain strong.

Observers say his appointment provides continuity within the commission, given his long-standing involvement in its work. With decades of experience and a deep understanding of election management, many believe Kamugisha is well positioned to support the commission’s mandate of organizing credible and transparent elections.

As Uganda prepares for future electoral processes, the appointment signals the commission’s intention to rely on experienced leadership to strengthen its systems and improve service delivery. For Kamugisha, the new role represents both a recognition of his years of service and a major responsibility to help uphold the integrity of the country’s electoral processes.
