Accounting Officers Put on Notice as IGG Prepares for 2026 Asset Declaration

The Inspectorate of Government has intensified preparations for the April 2026 declaration of incomes, assets and liabilities by all Public Officers across the country. The Deputy Inspector General of Government, Dr. Okiria, has called on Chief Administrative Officers and Town Clerks to take the lead in mobilising all public officers under their supervision to update and submit their personal data in time for the exercise.

Speaking during a quarterly meeting with Chief Administrative Officers and Town Clerks, Dr. Okiria stressed that updating the Public Officers’ Register is a very important step that must be completed before the declaration exercise begins. She explained that a well-updated register will ensure a smooth, organised and successful declaration process when April 2026 arrives.The Deputy IGG praised Local Governments that have already registered high levels of updates through their IG-ODS Focal Persons. She noted that this achievement shows strong leadership, good coordination within local governments and a clear commitment to following the Leadership Code Act.

According to her, early preparation reduces confusion and delays during the actual declaration period.Dr. Okiria reminded the Accounting Officers that they are custodians of public resources at the local government level. Because of this responsibility, she said their role is central in promoting integrity, transparency and accountability in public service. She urged them to set a good example by supporting systems that fight corruption and promote ethical leadership.She further asked Accounting Officers to give full administrative and logistical support to IG-ODS Focal Persons.

This includes providing computers, reliable internet connections and proper workspaces to enable them to guide public officers through the online declaration process. She emphasized that without such support, compliance would be difficult, especially at the local government level.The Inspectorate of Government confirmed that the April 2026 declaration exercise will be conducted using the IG Online Declaration System (IG-ODS), in line with the Leadership Code (Declaration Form) Regulations, 2021. The system is meant to make the process easier, more transparent and more secure for all public officers involved.Public Officers, as defined by the law, include all persons working in government institutions such as Ministries, Departments, Agencies, Projects and Local Governments, whose salaries are paid by the Government of Uganda and who are not classified as Leaders under Schedule 2 of the Leadership Code Act.Under Section 5(1) of the Leadership Code Act, all Public Officers are required to declare their incomes, assets and liabilities every five years during the month of April.

The last declaration was done in April 2021, meaning that all eligible Public Officers will be required to submit fresh declarations in April 2026. The Inspectorate has therefore urged early preparation to ensure full compliance and avoid last-minute challenges.
