Bulambuli Constituency MP-elect Hon. Biara Emmanuel Wepukhulu has officially declared his intention to contest for the position of Deputy Speaker in Uganda’s 12th Parliament. The announcement comes shortly after his victory in the January 15, 2026 elections, where he secured the trust of voters in Bulambuli.
In his statement, Hon. Biara expressed deep gratitude to the people of his constituency, saying their support represents a shared vision for a better future. He described his election not as an individual success, but as a win for hardworking families, young people, mothers, and elders who believe in progress for both Bulambuli and the nation.
The MP-elect disclosed that his decision followed a meeting with the Umukuka weBamasaba, His Highness Jude Mike Mudoma, held in Lukhobo, Malukhu. During the meeting, the cultural leader encouraged him to consider contesting for the Speaker position. However, after prayer, reflection, and consultations with various stakeholders, Hon. Biara chose to present himself for the role of Deputy Speaker.
He stressed that his interest in the office is motivated by a desire to serve the country rather than personal ambition. According to Hon. Biara, he possesses the qualifications, experience, and commitment required to effectively carry out the responsibilities of the office. He pledged to uphold integrity, fairness, unity, and respect within Parliament if entrusted with the role.
Hon. Biara noted that he represents the hopes of children, the aspirations of youth, and the guidance of elders. He emphasized his awareness of the everyday struggles faced by ordinary Ugandans and reaffirmed his commitment to being a voice for the people. He added that leadership should be rooted in listening, compassion, and the pursuit of peace and national cohesion.
As the 12th Parliament prepares to convene, Hon. Biara Emmanuel Wepukhulu’s declaration adds to the growing competition for top leadership positions in the House. Supporters argue that his humility, background, and strong grassroots connection make him a credible candidate for Deputy Speaker.
