District Officer Extorts Over 50 Workers, Demands UGX 300K–500K “Appreciation” After First Salary

A government official has been arrested and charged after allegedly extorting money from newly hired workers. Mr. Nabuguuzi Isaac, the District Registration Officer for the National Identification and Registration Authority (NIRA) in Kyankwanzi District, is now facing serious charges of demanding money by threats.

On Thursday, Mr. Nabuguuzi was taken to the Kyankwanzi Magistrate’s Court by officials from the Anti-Corruption Unit (@AntiGraft_SH), in partnership with the Criminal Investigations Directorate (@CID1_UG) and the Office of the Director of Public Prosecutions (@ODPPUGANDA). He has been remanded to prison until August 17, 2025, as investigations continue.

According to reports, the incident happened between June and July 2025. Mr. Nabuguuzi is accused of taking advantage of his position by demanding money from newly recruited Registration Assistants under NIRA. These were young professionals who had just received their first salary in June, excited to begin their government jobs.

But their joy was short-lived. Mr. Nabuguuzi allegedly began threatening them with job loss unless they paid him between UGX 300,000 and UGX 500,000. He reportedly claimed that the money was simply a “token of appreciation” for his role in helping them get hired.

More than 50 victims have come forward so far, saying they paid him either in cash or through mobile money transfers because they feared losing their jobs. The case has shocked many, especially as it involves a public official tasked with supporting citizens.

Authorities say this is just the beginning of the investigation, and more details may be revealed soon. The Anti-Corruption Unit has promised to follow through and ensure that justice is served.
