Fuel Theft and Job Scams!! Luuka District Officials in Hot Water Over Corruption, Charged & Remanded

AntiGraft_SH along with ODPPUGANDA and CID1_UG have charged and remanded several Luuka District officials for serious acts of corruption. In a shocking development, Luuka District’s Acting District Engineer, Musisi Rajab, and Assistant Engineering Officer, Sengoba Daniel, have been arraigned in Iganga Chief Magistrate’s Court on charges of conspiracy to commit a felony and theft of fuel. They were charged alongside Kayeyera Bernard, an Assistant Engineer, who is currently on the run. The three officials are accused of misappropriating fuel worth UGX 222,396,900, which was meant for road works under the Ugandan government’s UGX 1 Billion Road Maintenance Grant.

The stolen fuel was intended for road projects on several important roads in the district, including Busanda-Ikumbya Road, Busalamu–Waibuga Road, Ikumbya–Nantamali Road, Bukoova–Nawaka Road, and Kyanvuma–Wandago Road. However, instead of using the fuel for its intended purpose, the officials inflated the amount of fuel needed for the projects and then sold it to private individuals. In some cases, they irregularly drew fuel from the project and falsified records to cover up their actions. They even went so far as to collaborate with fuel station managers to create false accountabilities, claiming that the fuel had been issued to drivers working on the roads, although the drivers denied ever receiving it.

This fuel theft is a major blow to Uganda’s infrastructure development efforts, as the money meant for essential road repairs and maintenance has been stolen by those entrusted with the responsibility of managing it. The investigators, including the Anti-Graft team, the Office of the Director of Public Prosecutions (ODPP), and the Criminal Investigations Directorate (CID), are working hard to track down the missing Kayeyera Bernard and to uncover the full extent of the corruption in the district.

In addition to the fuel theft, a new charge has emerged involving Muduuli George, the Head Teacher at Tabingwa Primary School. Muduuli is accused of extorting money from job applicants who sought positions within the district. According to the investigations, Muduuli allegedly demanded bribes ranging from UGX 5.7 million to UGX 17 million from applicants, claiming that he could secure them jobs by paying members of the District Service Commission. These allegations are serious, as they highlight the deeply rooted corruption that has infected both the education and infrastructure sectors within Luuka District.

The investigations into these cases are ongoing, with authorities now looking into the possible involvement of other members of the District Service Commission. The charges against Muduuli and the engineers, along with the wider corruption investigation, serve as a stark reminder of the challenges Uganda faces in tackling corruption at various levels of government.

The three officials—Musisi Rajab, Sengoba Daniel, and Kayeyera Bernard—along with Muduuli George, have all been remanded in custody until their next court appearance on 8th January 2026. The case has garnered widespread attention, highlighting the need for urgent reforms in how public funds are managed and how government jobs are allocated.

This scandal serves as a reminder of the constant battle against corruption in Uganda, where officials entrusted with public resources and power often exploit their positions for personal gain. As investigations continue, the people of Uganda are hoping for justice, transparency, and accountability in the handling of these cases.
