The Uganda Peoples’ Defence Forces (UPDF) has promoted Col Henry Obbo to the position of Deputy Defence Public Information Officer (DPIO), taking over from Maj Bilal Katamba. Col Obbo will serve as deputy to Maj Gen Felix Kulayigye, who presided over the official handover ceremony. Maj Katamba had held the position for a few months following Col Deo Akiiki’s move to serve as assistant to the Chief of Defence Forces (CDF), and was praised for his efforts in enhancing the UPDF’s image as a people-centred army.

During the ceremony, Maj Gen Kulayigye commended Maj Katamba for his dedication and service, offering advice to staff on leadership. “When given responsibility, don’t ask why, but do it with commitment and dedication,” he said. He acknowledged that challenges are inevitable but emphasized that they can be overcome with discipline, hard work, and a spirit of learning. Maj Gen Kulayigye also stressed humility and openness to feedback, urging staff to “always love people who correct you.”

Maj Katamba expressed gratitude for the opportunity to serve, thanking Maj Gen Kulayigye for his mentorship and highlighting the teamwork and cooperation of the staff. Col Obbo, stepping into the new role, pledged to build on his predecessor’s achievements. “I will deepen and widen teamwork, cooperation, and collaboration with other Ministries, Departments, and Agencies,” he said. He also acknowledged the value of mentorship, stating, “I am blessed to work with my mentor, Maj Gen Kulayigye, who has mentored many, and I am happy to be one of them.”

The promotion of Col Obbo reflects the UPDF’s commitment to leadership continuity, professionalism, and fostering a cooperative, people-focused army.
