KAMPALA, Uganda — The Inspector General of Police (IGP), Abas Byakagaba, has dismissed Mr Richard Ecega from his position as Kampala Metropolitan Police Commander, officials confirmed on Tuesday, February 17, 2026. The decision comes amid mounting concerns over an increase in violent crime across the Kampala Metropolitan Area, despite repeated assurances by senior police leadership that the situation remains under control.
In a shake‑up of the capital’s security leadership, Commissioner of Police Ezekiel Emitu, who formerly led the Police Training School in Kabalye, Masindi District, has been appointed as the new metropolitan commander. Mr Emitu previously served as the deputy commander for Kampala’s police unit. In addition to Mr Ecega’s removal, the IGP has also replaced the head of Crime Intelligence within the Kampala command, signaling a broader leadership overhaul aimed at strengthening law enforcement response to urban crime.

Residents of Kampala and surrounding municipalities have reported a spate of panga‑wielding gang attacks, robberies and other violent incidents in recent months. Incidents have been recorded in multiple areas including the Northern Bypass, Makindye, Kyanja, Nansana and Kira Municipality. Community members have expressed frustration over perceived gaps in police visibility and responsiveness, even as official statements maintain that the overall crime situation is “normal.” The dramatic leadership change underscores growing pressure on the police force to tackle public safety challenges more effectively as the country moves closer to national elections.
