New details have emerged in the tragic killing of Police Officer Muhangi Arthur, who was fatally shot by a colleague at Naguru Police Barracks. The incident, which initially appeared to be over a minor dispute, has now been confirmed to have stemmed from a debt of Shs.2.6 million.
Arthur, attached to the Counter-Terrorism (CT) Tourism Unit and a member of the 22nd intake, was reportedly demanding repayment of the money from the suspect, a fellow officer and roommate. The matter had already been escalated to authorities.
On May 27, 2025, the suspect was summoned and admitted to owing the full Shs.2.6 million. He was released on police bond after promising to pay within two days.
On the day of the incident, the suspect returned with Shs.2.3 million, hoping to pay the bulk of the debt and request more time to clear the remaining Shs.300,000. However, when he arrived at CT Intelligence, where the matter was being handled, he was informed that an additional Shs.500,000 had been added to cover expenses incurred, raising the total amount owed to Shs.3.1 million.
According to reports, the suspect became visibly agitated. He walked away from the office, then made a disturbing phone call to a friend. During the call, he reportedly said it would be the last time they would hear from him and that something terrible was about to happen, either he would end up in the grave or in Luzira Prison. He warned it would happen within 10 minutes.
Shortly afterward, the suspect allegedly returned to Block D, drew his firearm, and shot Arthur at close range, killing him on the spot. Panic spread through the barracks as witnesses reported hearing gunshots and saw the suspect fleeing the scene.
By the time help arrived, Arthur was already deceased. His killing has left fellow officers, the Naguru community, and the nation in shock. Colleagues described him as a calm, disciplined, and dedicated officer whose sudden death has deeply affected those who knew him.
Police authorities have yet to release an official statement, but a full investigation is underway to apprehend the suspect and establish the precise chain of events that led to the killing.
The incident has reignited urgent concerns about financial stress, mental health, and conflict resolution within the Uganda Police Force. As the country mourns, one devastating truth remains: a life has been lost, and a family is grieving all over a debt that spiraled out of control.
