AntiGraft_SH working with @CID1_UG and @ODPPUGANDA have this afternoon arraigned two senior Kamuli District officials before the Anti-Corruption Court over the alleged embezzlement of more than UGX 600 million meant for road rehabilitation and maintenance. The suspects are Mukiibi Nasser, the Chief Administrative Officer (CAO), and Kifuuse Alex, the Chief Finance Officer (CFO). They face charges of abuse of office and causing financial loss to the district.
According to investigators, the alleged crimes were committed between May and June 2025 while the two were serving as accounting officers of Kamuli District Local Government. Prosecutors told court that the accused, together with another suspect still on the run, abused the authority of their offices by approving and processing irregular payments to various suppliers without proper justification.
The prosecution claims that the money was paid to companies and individuals including Raven Knights Ltd, Total Uganda Limited, and Mufumba Daniel, who is the district engineer. These payments were allegedly made for items such as fuel, construction materials, traffic diversion signs, traffic control equipment, and staff allowances. All these supplies were said to be for rehabilitation works on the Nawanyago–Kisozi Road.
However, investigators revealed that the planned road works for the Financial Year 2024/2025 were never carried out, despite the full amount of money being spent. This raised serious concerns and triggered investigations by the State House Anti-Corruption Unit and other security agencies, leading to the arrest and prosecution of the two officials.
The court heard that the actions of the accused caused significant financial loss to Kamuli District and denied residents the much-needed road improvements. The magistrate remanded both the CAO and CFO until 20th January 2026 as investigations continue and efforts are made to arrest the third suspect.
The case has sent shockwaves through Kamuli District and renewed public debate about accountability and the misuse of public funds. Many residents and leaders are now calling for stricter oversight of government projects to ensure money meant for development truly benefits the people.
