Shocking details have emerged explaining why operatives from the Special Forces Command (SFC) arrested former CID spokesperson Charles Twiine. According to information obtained by SpyReports, Twiine, who had recently been deployed to the Parliamentary Investigations Department, was arrested shortly after a secret meeting with the newly appointed Inspector General of Police (IGP), Abbas Byakagaba.
Sources reveal that Twiine had accompanied the Parliamentary sports team to Mbarara but was abruptly summoned to meet the IGP at Police Headquarters in Naguru. Upon arrival and after meeting the IGP, he was apprehended by SFC operatives who had been waiting for him.
Reliable sources within both security agencies and Parliament disclosed that Twiine had been under 24-hour surveillance by intelligence officers. He was suspected of engaging in bribery and leaking top security secrets to perceived enemies of the government.
An inside source within the security establishment revealed that Twiine was previously dismissed from the CID by its former director, Tom Magambo, over similar allegations. “When he was transferred to Parliament, he was placed in the Investigations Department, where he handled classified information,” said the source. “To our surprise, he became very close to the Speaker and was trusted with her most sensitive assignments.”
The source added that confidential information began leaking to the public and even appeared on social media. At first, Twiine was not suspected due to his reputation and experience in investigations. “We couldn’t believe it was him until we obtained solid evidence,” another insider confirmed.
Further investigations revealed that Twiine had requested early retirement from the police and was just two months away from his official departure. It is believed that he planned to run for Member of Parliament in one of the constituencies in Sheema District, having secured backing from some influential figures.
Another source within the police told SpyReports that while Twiine was stationed in Masaka with the CID, he allegedly mishandled a high-profile murder case. “He reportedly received millions in bribes to tamper with the case,” the source said. “He used the money to buy cattle for his farm, but all the cows were mysteriously killed by a lightning strike during a thunderstorm.”
Despite these allegations, the police have maintained their official stance of not knowing Twiine’s whereabouts. “As of now, we have no official information about the whereabouts of SP Charles Twiine,” said Police PRO Kitumwa Rusoke in an interview with SpyReports. “Once we receive any updates, we will share them accordingly.”
