Lugazi Municipality officials are facing criminal charges over the alleged sale of government jobs in Mukono District. Mugerwa Ronald Saaku, the Probation & Welfare Officer at Lugazi Municipality, was arraigned before Mukono Chief Magistrate’s Court on charges of Obtaining Money by False Pretence and Conspiracy to Defraud. He has been remanded in custody until 21st October 2025.
According to court documents, between January and June 2025, Mugerwa allegedly conspired with Dr. Wataba Saadi, the Lugazi Municipal Medical Officer, and Sekikubo Mubarak, an LCIII representative from Nakisunga Sub-County—both currently at large—to defraud a job applicant, Dr. Mukisa George William, of UGX 38 million. The officials purportedly claimed they could secure Dr. Mukisa a government job as a Medical Officer in Mukono District by using the money to “facilitate” members of the Mukono District Service Commission. Criminal summons have been issued for Dr. Wataba Saadi.
The case came to light after a whistleblower reported the alleged corruption to the State House Anti-Corruption Unit (SH-ACU) on 7th July 2025. The complaint revealed irregularities in recruitment processes by the Mukono District Service Commission, including bribery and solicitation of funds from applicants seeking government positions. Authorities are investigating other instances where the accused officials, in collusion with commission members, allegedly extorted money from job seekers.
This arrest aligns with repeated warnings from His Excellency the President to District Service Commissions across Uganda. He has consistently directed authorities to act against the illegal sale of government jobs and ensure transparency in public service recruitment.
The unfolding case has sparked public outrage and renewed calls for stronger oversight of recruitment processes. Many Ugandans hope that swift legal action will deter officials from exploiting citizens seeking employment and restore trust in government institutions.
