Uganda Government’s Chief Valuer Gilbert Kermundu has been hailed for his outstanding approaches in advising the government on matters related to land, where the government hasn’t lost billions of shillings through fraudulent transactions. Most Ugandans have benefitted from fair land compensation under the stewardship and guidance of Mr. Gilbert Kermundu. Among his roles as the Chief Government Valuer are preparing and amending draft valuation lists for all local authorities across the country. These lists are crucial for determining land values, which impact taxes, government projects, and compensation for landowners. Kermundu’s work ensures that government decisions are based on accurate and up-to-date information.

In addition to valuation, Kermundu plays a key role in revenue collection. His office oversees the assessment of stamp duty and capital gains tax, contributing significantly to Uganda’s national revenue and funding public projects nationwide.
One of the most critical responsibilities of the Chief Government Valuer is ensuring fair and timely compensation for landowners affected by government projects, such as road construction and other public developments. Under Kermundu’s guidance, affected citizens receive proper payments, minimizing disputes and ensuring smooth project implementation.
Despite the importance of his office, challenges remain, including underfunding and staff shortages. These issues can sometimes lead to delays in project execution and compensation payments. The government is aware of these challenges and is taking steps to strengthen the office’s capacity.
Efforts are underway to create a uniform land valuation data bank to ensure consistency in valuations across the country. Furthermore, the proposed Valuation Bill, 2024, aims to formally establish the Office of the Chief Government Valuer and launch the National Valuation Information System, streamlining land management and policy implementation.

In October 2025, President Yoweri Museveni publicly praised Gilbert Kermundu for his work, particularly highlighting Kermundu’s “Polla Mixed Farm” as a model for agricultural innovation and land use development in Northern Uganda. This recognition underscores the impact of Kermundu’s work in promoting development, good land management, and sustainable agricultural practices.
Gilbert Kermundu’s role as Chief Government Valuer goes beyond numbers and valuations. He is shaping fair land policies, improving revenue collection, and championing agricultural models that support national development. His dedication ensures that government projects benefit both the nation and the landowners whose properties are affected.
