The Minister In charge of Presidency Hon Esther Mbayo has today grilled the Resident District Commissioner (RDC) for Kira Municipality Ssekasamba Joseph for illegal demolition of structures on Mr. Ssemakula Yusuf’s land without court order, spyreports has exclusively learnt.
According to sources from Mbayo’s office, RDC Ssekasamba was summoned on Friday last week to report and record statement to President’s office on Monday regarding the demolition.
Ssekasamba’s summons came after the Administrator of Kisosonkole estate Joseph Rufus petitioned to Minister in charge of Presidency complaining about RDC’s Conducts.
“I wish to clarify on behalf of the Kisosonkole family that we claim no interest whatsoever in the 3 acres since we have already allocated them to Sonko Bernard who also sold to Yusuf Ssemakula,” Said Joseph Rufus in his letter to Minister Mbayo.
He further stated that he was surprised when he was told that RDC Ssekasamba stormed the place with Military officers, beat up the residents, arrested them and later demolished the structure without Court orders.
“It was not in order for the RDC to storm the place, beat up people, arrest them and demolish their structures. He did not consult me as the Administrator of the estate for clear information. We condemn the acts of RDC and the law should work on,” he says.
“You are hereby called in my office to explain in writing why you demolished Mr.Ssemakula Yusuf structures without court order,” reads part of the letter which Hon Mbayo issued to RDC Ssekasamba.
Reliable sources further revealed to spyreports that fugitive RDC Ssekasamba reached President’s office at around 9:15am and waited up to 11:20am.
“RDC reached here as early as 9:00am but he found when the Minister was heading for morning meetings and was told to wait,” a source says. He added that when the Minster came out of her morning meeting, he was called and grilled for almost three hours.
“Why did you demolish people’s structures without court order? What interests did you have in those structures,” a source quoted Minister grilling RDC
“You were dragged to court on those issues and where will you get the money to pay for the damages in case you lose the matter,” added the Minister.
However in his response, Ssekasamba said he demolished the structures after he received complaints from some family member alleging that Ssemakula grabbed their land.
“Hon I also want to inform you that those structures I demolished were constructed on public holiday and had no building plan approved by Kira Municipality,” Sources quoted Ssekasamba pleading before the Minister.
It is on record that Ssekasamba last week together with his UPDF Soldiers stormed the land of Ssemakula Yusuf and demolished his structures worth shs 165m without any reason or Court order.
The demolished structure were built on land located Kyadondo block 185 plot 653 situated at Kiti-Kifumba,Mulawa,Kira Municipality and measures three acres.
