The Ministry of Works and Transport has officially announced the suspension of the new Electronic Payment System for traffic fines, known as EPS Auto. In a statement released on June 12, 2025, Minister Gen. Edward Katumba Wamala confirmed that the rollout of the system has been paused for one month from June 12 to July 12, 2025.
This decision comes in response to several concerns raised by the public and key stakeholders about the system’s readiness and its regulatory framework. The Ministry acknowledged the presence of gaps that need to be addressed before EPS Auto can be effectively and fairly implemented across the country.
“In consideration of the gaps and public concerns mentioned above, the Ministry has found it necessary to immediately suspend the implementation of the #EPSAutoUg by one month from 12th June, 2025 to 12th July, 2025 to enable the implementing agencies to address all the gaps in the regulation and the EPS Auto,” read the official statement from Minister Katumba Wamala.
EPS Auto is a digital system aimed at streamlining the payment of traffic penalties, improving transparency, and reducing human error or corruption. However, questions about enforcement procedures, public awareness, and the readiness of the agencies involved led to growing unease among citizens.
The Ministry has reassured the public that this suspension is a proactive step intended to allow thorough review and improvement of the system. During this period, the government will work with implementing bodies such as the Uganda Police and Uganda Revenue Authority to close any loopholes, strengthen regulations, and better inform the public on how EPS Auto will function.
This statement has been welcomed by various civil society groups and members of the public who had called for greater clarity and fairness in the system. Many say the decision demonstrates accountability and a willingness by the government to listen to citizen feedback.
The Ministry has pledged to use this one-month window to engage in more consultations, improve the system’s design, and ensure a smooth and just rollout when it resumes on July 12, 2025.
