Museveni Appoints Byarugaba, Sabiti Senior Advisors to Boost Uganda’s Exports

President Yoweri Kaguta Museveni has appointed former National Social Security Fund (NSSF) Managing Director Richard Byarugaba and Moses Sabiti as Senior Presidential Advisors on exports and industrial development. The appointments are aimed at strengthening efforts to grow Uganda’s export sector and improve the country’s industrial performance.

According to the President, the two have been brought on board to help the Exports Secretariat in his office achieve better results. This move signals renewed focus by State House on increasing Uganda’s foreign earnings through value addition, manufacturing, and expansion into international markets.

Richard Byarugaba is widely known for his leadership at NSSF, where he oversaw major reforms and growth of the fund. His experience in managing large institutions and handling investment matters is expected to play a key role in shaping strategies that link industry, finance, and export growth. His appointment is seen as bringing strong technical and management expertise to the President’s team.

Moses Sabiti also joins the advisory team at a time when Uganda is pushing to industrialize faster. The government has for years emphasized the need to move away from exporting raw materials and instead focus on processed and finished products. Advisors like Sabiti are expected to support policies that encourage factories, agro-processing, and manufacturing aimed at regional and international markets.

Uganda’s export sector remains a key pillar of economic development, as it brings in foreign exchange, creates jobs, and supports local businesses. However, challenges such as limited value addition, high production costs, and global competition have slowed progress. The President’s decision to strengthen his advisory team shows the importance he places on overcoming these barriers.

The Exports Secretariat in the President’s office plays a central role in coordinating strategies that promote Ugandan products abroad. With the addition of Byarugaba and Sabiti, the office is expected to sharpen its focus on results, improve coordination among government agencies, and support private sector players to increase production for export.

These appointments come at a time when the government is pushing industrial parks, promoting investment, and encouraging youth to engage in productive sectors. If the advisors succeed in their roles, Uganda could see stronger industries, higher export volumes, and more jobs for its growing population.
