The Inspector general of police Martin Okoth Ochola demoted all police officers who were promoted by former IGP Gen Kale Kayihura without following procedures.
According to police message passed to all police directors, Ochola has ordered all directors in all units with immediate effects to give him a list of all officers who were given rank by Gen Kayihura.
The affected officers are from ranks of Corporal, Sergeant, Assistant Inspector of police (AIP) and Inspector of police (IP).
The most affected officers are the Field Force unit 145 who attended a course in Butiaba in 2014 in Ntoroko district which was facilitated by Koreans.
It is indicated that Kayihura during their pass out gave all of them give ranks from Corporal to and Sergeant as a token of appreciation but did not issue formal message confirming their ranks.
It is further indicated that whenever Kayihura would be happy at any police function like pass outs, he just give out ranks to his men and the following day officers would put on their pips.
“Very many officers have ranks unlawfully because Gen Kayihura gave it to them whenever he was happy and did not issue a formal message confirming their promotion.” Source said.
A source added that among other procedures to be followed before giving ranks in the police advisory Committee (PAC) which Kayihura did not do.
Among those affected include ASP Awali, AIP Benson Nkolekwa, AIP Arinda, ASP Betty Adongo attached to Electrol commission and has been demoted to AIP and AIP David Tumusiime.
Ochola has also order for the investigations of all officers who were under the command of SSP Nixon Agasirwe under Special Operations unit which was based in Kololo.
They are also alleged to have also obtained ranks illegally from Gen Kayihura.
They include ASP Kidandi Ayubu, ASP Fred Muhirwe, IP lyada, IP Abel and Sgt Otuke.
When contacted deputy police spokesperson SP Patrick Onyango for comment said he had not seen the massage but promised to crosscheck with his bosses.
