President Yoweri Kaguta Museveni who also doubles as Appointing Authority has ordered for the merging of all Government Agencies, Commisions and Authorities to the line Ministries in order to reduce on Government Expenditure.
According to State House Sources, President ordered for the merging during Cabinet Meeting, which he chaired at State House Entebbe yesterday.
The Minister In charge of ICT Hon Judith Nabakooba in her statement after Cabinet says the proposed plan presented before Cabinet will be followed over a three-year period to reorganize a number of ministries and institutions with a view of improving serving delivery.
“When completed, the proposed reorganization of government entities will save government up to 988 billion shillings while at the same increasing efficiency,” Says Nabakooba
The Minister says in order to embark on this process of reorganization, cabinet noted the following twelve specific processes.
An Inter- Ministerial Technical Committee will be constituted on Government Agencies, Commissions, Authorities and Public Expenditure.
A Circular will be issued to the Public Service communicating a freeze on the creation of new Agencies, Commissions and Authorities and providing guidance on the management of transition arrangements for Boards and Staff whose contracts expire in due course of rationalization.
A change Management and Implementation Strategy will be developed.
Stakeholder engagement workshops will be conducted to prepare Staff for the new changes.
The Legal framework of the affected Agencies will be reviewed.
An Institutional and Structural Framework including Terms and Conditions of Service of employees will be reviewed and financial implications established.
The revised structures of Ministries, Departments and Agencies (MDAs) and financial implications of the rationalization will be presented to Cabinet for approval.
The credentials of employees from the affected Agencies that will be absorbed in the mainstream Public Service will be validated.
The structures will be revised and the compensation of personnel to be off boarded will be undertaken.
The salary structures for Agencies will be harmonized and mainstreamed with Public Service in accordance with the approved pay targets.
A harmonized salary structure for all Public Officers who draw salary from the Consolidated Fund will be issued.
The Governance structures of the retained Agencies will be reviewed to strengthen the Institutional Framework.
