No One Is Above The Law!! Fearless Museveni Minister Gen Otafiire Orders Disciplinary Action On High Ranking Police Officer In Otuke Land Saga

In a bold move to reassert the rule of law and discipline within the police force, Uganda’s Minister of Internal Affairs, Maj. Gen. (Rtd) Kahinda Otafiire, has ordered disciplinary action against a high-ranking police officer over his controversial involvement in a land dispute tied to Otuke East Member of Parliament, Hon. Julius Acon.

The officer in question, North Kyoga Regional Police Commander (RPC) Odoka Rashid, is accused of overstepping his authority by interfering in a contentious land matter in Ireda Housing Estate — a dispute that reportedly involves MP Acon.

In a strongly worded letter dated March 27, 2025, Otafiire directed the Inspector General of Police to take immediate disciplinary measures against Odoka, stating that the police force should never act as a land tribunal.

“I have always maintained that the role of police is to provide security and enforce lawful court orders, not to mediate or adjudicate land conflicts,” Otafiire stated. “RPC Odoka has clearly stepped beyond his mandate and taken land matters into his own hands.”

The incident has raised serious concerns about the misuse of power by some members of the security forces in civil disputes, especially in a country where land remains a highly sensitive and often explosive issue. Otafiire’s directive sends a clear message that such conduct will not be tolerated under his watch.

This case adds to growing scrutiny over the role of security agencies in land disputes across Uganda. While the police are often called upon to maintain order during land evictions or boundary clashes, their involvement in deciding ownership or siding with parties in such matters has drawn criticism.

By holding senior officers accountable, Otafiire appears keen to restore public confidence and ensure that government institutions operate strictly within their legal limits. For the people of Otuke and beyond, it may signal a shift toward more transparent, lawful handling of Uganda’s ongoing land struggles.
