A section of Uganda’s ruling National Resistance Movement (NRM) ministers and members of parliament gathered in Nakaseke district on October 5 to drum support for President Yoweri Museveni under the ‘Buganda for Museveni’ campaign. The rally, hosted by Nakaseke District Woman legislator Sarah Najjuma, drew attendees from her district and neighboring districts that form part of the greater Luweero region.

The event was graced by Attorney General Kiryowa Kiwanuka, who outlined the campaign’s main goal of ensuring the NRM secures at least 80 percent of the votes in Buganda—a target he described as both achievable and realistic. Among the ministers present was Judith Nabakooba, who heads the Ministry of Lands. In her speech, she reassured the public that her office is actively addressing land disputes in Nakaseke.
“I have visited Nakaseke more than five times and am aware of the land issues affecting this area,” Nabakooba said. “We have carried out inspections in Mityomire, Kanyogoga, and other locations alongside Hon. Sarah Najjuma, the Woman MP.” She added that her ministry has already deployed teams to Mityomire to carry out boundary opening exercises, identifying rightful landlords and easing pressure on bibanja holders.
The minister highlighted the government’s progress under the Land Fund, noting that Nakaseke District landlords own 1,619.9 hectares valued at UGX 16.845 billion. Payments totaling UGX 11.033 billion have been made, leaving UGX 5.812 billion outstanding. Across the three districts of the greater Luweero region, 4,752.26 hectares valued at UGX 25.167 billion have been identified, with a compliance rate of approximately 71.9 percent.

Nabakooba also emphasized the payment of busuulu, the nominal ground rent, through a centralized government system. This new arrangement, outlined in Statutory Instrument No. 2 of 2025, ensures tenants can pay standard rates based on location—from UGX 50,000 in cities to UGX 5,000 in rural areas—protecting bibanja holders from arbitrary demands by landlords. She clarified that lawful occupants cannot be evicted as long as they pay their annual ground rent.
The ‘Buganda for Museveni’ rallies have rekindled enthusiasm for the NRM, with leaders highlighting the importance of consolidating peace, security, and stability while encouraging locals to continue supporting President Museveni in the January 2026 elections. The rally also underscored the government’s commitment to service delivery and resolving local issues.
Other prominent NRM leaders at the rally included Hon. Hanifa Kawooya, State Minister for Health; Hope Grania Nakazibwe, Ssembabule Woman MP; Nsegumire Kibedi, Mubende Woman MP; Muyanja Mbabaali, veteran politician; Robina Rwakoojo, Gomba West MP; James Kinobe from the NRM secretariat; and Mityana North legislator. Together, they pledged to continue spreading the party’s message and mobilizing support for President Museveni ahead of the 2026 polls.
