Security and Unity!! UPDF Pushes for Deeper Ties in Karamoja Peace Campaign

The Uganda Peoples’ Defence Forces (UPDF) has called on its troops and other security forces to not only maintain a strong presence in Karamoja but also to deepen their relationships with the people in the region. This message was delivered by Major General Wilberforce Sserunkuma, the Commander of the UPDF 3 Infantry Division, during a handover ceremony at the 403 Infantry Brigade headquarters in Napak District.

At the event, Lieutenant Colonel Michael Ocuka officially took over command from Lieutenant Colonel Morris Twongyeirwe. Maj Gen Sserunkuma emphasized the importance of working closely with community leaders, saying that strong partnerships and trust between security forces and locals are key to achieving lasting peace in Karamoja. “You must continue the current pace of operations, but also build stronger ties with the community,” he told the officers.

He praised the cooperation of local leaders in enforcing Executive Order No. 3, issued on 23 May, which he said is already showing positive results. He stressed the need to deal firmly with known criminal elements in the region to protect the progress made under the ongoing Usalama Kwa Wote operation. This security campaign is aimed at bringing peace and order not just in Karamoja, but also in the nearby Teso sub-region.

Maj Gen Sserunkuma also appreciated the leadership of Lt Col Twongyeirwe, highlighting his teamwork approach as a key factor in the recent improvements in regional security. The efforts of the security forces were also praised by Napak Woman MP Hon. Faith Nakut and Bokora County MP Hon. John Bosco Ngoya. Both MPs thanked the UPDF for helping to calm the region but warned that some criminal activity still remains. They urged security teams to remain alert and continue working closely with the people. “I believe the UPDF is strong and disciplined enough to handle any rise in crime,” said Hon. Nakut.

Napak’s Resident District Commissioner (RDC), Mr. Odongo Milton, also spoke at the event, thanking President Yoweri Kaguta Museveni for his leadership, which he said had helped shape a professional UPDF. He credited improved security and service delivery in the region to the President’s efforts. Mr. Odongo pledged the district’s full support in fighting corruption, mobilising the public, and promoting patriotism among citizens.

In his farewell speech, Lt Col Twongyeirwe expressed gratitude to his fellow officers and community leaders. He asked them to continue supporting his successor in the same way they had supported him. Both outgoing and incoming commanders promised to serve the nation with full dedication and loyalty.

The handover ceremony was attended by brigade commanders, assistant RDCs Caroline Akol Lokee and Florence Acuma, commanding officers, senior military personnel, Napak District Security Committee members, and several local leaders.

The event highlighted a clear message: lasting peace in Karamoja depends not only on military strength but also on strong community cooperation and mutual trust between civilians and the armed forces.
