Smart Data for Smart Development!! Uganda Partners with Hong Kong to Boost Statistics

The Uganda Bureau of Statistics (UBOS) is taking bold steps to improve the way it collects, manages, and uses data. In a recent benchmarking visit to the Hong Kong Census and Statistics Department, the Chief Statistician of Uganda and Executive Director of UBOS, Dr. Chris Mukiza, encouraged National Statistical Offices (NSOs) to take advantage of Artificial Intelligence (AI). He stressed that AI can help make the statistical process faster, more accurate, and more efficient.

During the visit, Dr. Mukiza shared Uganda’s progress in using technology in the data collection process. He highlighted the use of Computer-Assisted Personal Interviewing (CAPI) devices during the National Population and Housing Census held in May 2024.

Thanks to this digital method, Uganda was able to release its main census report in just six months a big improvement from past censuses, which usually took up to two years. The census showed Uganda’s population now stands at 45.9 million people.

This important data is already helping the country implement key national programs such as the Fourth National Development Plan (NDP IV) and the Parish Development Model, which aims to lift all Ugandans into the money economy.

The visit to Hong Kong was not only a learning mission for UBOS leadership, but also a strong example of international cooperation. The UBOS Board of Directors, led by Chairman Dr. Albert Byamugisha, joined the trip along with other board members and technical staff. They exchanged ideas with Hong Kong experts on various topics, including labor and wage statistics, the use of administrative data, and how to make statistics easier for the public and policymakers to understand.

The Commissioner of Hong Kong’s Census and Statistics Department, Mr. Leo Yu, praised UBOS for maintaining high statistical standards and being open to learning and improvement. His colleague, Ms. Wonder Yue, also stressed the importance of improving statistical literacy, so more people can use data in their everyday decisions.

Dr. Byamugisha emphasized that strong corporate governance is key to protecting the quality of national statistics. He noted that Uganda’s statistical system must continue to grow stronger by using the best tools and systems from around the world.

UBOS is now planning to explore more modern ways of collecting data such as telephone and online interviews just like what is done in Hong Kong. The visit also included training in risk management, AI in governance, and sustainability practices (ESG), which are vital for building a strong and future-ready UBOS.

With the lessons learned from Hong Kong, UBOS is now better placed to deliver timely, accurate, and useful data for Uganda’s growth. This journey of innovation and global learning shows that UBOS is not only keeping up with the times—it is helping lead the way.
