In a significant development for Uganda’s defense and diplomatic ties, General Muhoozi Kainerugaba, the Chief of Defence Forces (CDF) and Senior Presidential Advisor for Special Operations, recently met with the French Ambassador to Uganda, Her Excellency Virginie Leroy. The meeting, held at the Special Forces Command (SFC) Headquarters in Entebbe, underscored the ongoing collaboration between the two nations in military and other strategic sectors.

General Kainerugaba was joined by key Ugandan officials, including Lieutenant General Jack Bakasumba, the UPDF Chief of Joint Staff, and Brigadier General Wycliffe Keita, the Joint Staff Training and Doctrine Commander. On the French side, Ambassador Leroy was accompanied by Colonel Sébastien Berger, the French Defence Attaché, and Ms. Camille Portat, the Second Counsellor at the French Embassy. This high-level engagement was a testament to the strong and enduring ties between Uganda and France.

During the meeting, General Kainerugaba expressed his deep appreciation for France’s continued support in strengthening Uganda’s military capabilities. He highlighted France’s role in assisting the Uganda People’s Defence Forces (UPDF) in their mission in Somalia, where French expertise in specialized training has been invaluable. This partnership has not only helped enhance Uganda’s security but has also contributed to regional stability.

The Ugandan Defence Chief also acknowledged the importance of France’s assistance in specialized training, particularly in Mountain Warfare. French military institutions have provided UPDF officers with training opportunities, thus boosting their operational readiness and professionalism. The cooperation extends beyond military matters, as General Kainerugaba emphasized France’s wider contribution to Uganda’s defense infrastructure, making it a multifaceted partnership.

In turn, Ambassador Virginie Leroy praised the strong bilateral relationship and the wide-ranging cooperation between the two nations. She emphasized that the partnership goes beyond military matters, encompassing critical areas such as infrastructure development, energy, and water supply. France has been instrumental in assisting Uganda in building essential infrastructure, including roads and railways, which are vital for the country’s development.

Ambassador Leroy also mentioned how both countries are working together to address key global challenges, such as climate change and sustainable energy. The French government has been a key partner in various developmental projects, focusing on improving Uganda’s energy sector and ensuring access to clean water, further strengthening the ties between the two countries.

This diplomatic meeting reflects the long-standing cooperation between Uganda and France, which dates back to 2011. Over the years, this partnership has flourished in several areas, from military training and defense cooperation to development assistance. France’s strategic engagement has been crucial in supporting Uganda’s security and overall growth.

The fruitful dialogue between General Kainerugaba and Ambassador Leroy reaffirms the commitment of both nations to strengthen their military and diplomatic relations. As Uganda continues to play a central role in regional security, this partnership with France is bound to remain a cornerstone of Uganda’s defense strategy, ensuring continued progress and stability.
