Trust and Transparency in Uganda’s 2026 Elections!! The Role of the BVVK

As Uganda gears up for the 2026 General Elections, a small yet powerful device, the Biometric Voter Verification Kit (BVVK), is set to make a big difference. This handheld device, which will be present at every polling station, is designed to ensure that elections are fair, secure, and transparent. Its role in preventing election fraud—such as impersonation and multiple voting—cannot be overstated.First introduced in 2016, the BVVK has been continuously improved, and for 2026, the Electoral Commission (EC) plans to deploy 109,142 upgraded units across the country.

These new models come with enhanced security features to ensure the integrity of the electoral process. The improved BVVKs will provide Ugandans with greater confidence in the election results, knowing that each vote cast is legitimate and protected.On election day, the BVVK kicks off the process by being assigned to a specific polling station through a QR code scanned from the Voters Register. This ensures that the device is linked to that station only and cannot be used elsewhere. Once activated, the BVVK displays the station’s details, making it clear where it is being used. Election officials must first verify their own identities before they are allowed to operate the device.

The Presiding Officer and BVVK operators are required to authenticate their identities through methods such as fingerprint scanning, facial recognition, or National IDs. This step prevents unauthorized individuals from interfering with the election process.Before any ballots are issued, strict control measures are enforced. Ballots are scanned into the BVVK to ensure that only officially approved ones are used at that polling station. This helps prevent any fake or unauthorized ballots from entering the system. As required by law, at least ten voters must witness the opening of the polls, and their identities are verified through the BVVK.

This public oversight ensures that everything is in order from the very beginning.Once voting begins, every voter undergoes biometric verification before receiving a ballot paper. Whether through fingerprints or facial recognition, the BVVK confirms that the voter is eligible to vote, ensuring the principle of “one person, one vote” is maintained. Without this verification, a voter cannot cast their ballot, ensuring fairness and transparency.Even with the use of technology, voter secrecy is a top priority. The BVVK does not link a voter’s identity to their vote, protecting the privacy of each individual’s choices, as required by law. Polling stations close at 4:00 pm, and once all voters in line have cast their ballots, the Presiding Officer closes the polls using the BVVK.

Afterward, post-voting checks are conducted. All ballots are scanned again to confirm they were officially issued for that station. Any ballots that cannot be verified are recorded and set aside in the presence of party agents, observers, and the public.To ensure full transparency, the Declaration of Results and Accountability of Ballot Papers forms are scanned and photographed by the BVVK. This creates a secure digital backup of important election records, further enhancing the integrity of the process.By the end of the election day, the BVVK will have played an essential role in securing a credible and transparent election process.

The device ensures that Ugandans can trust the results, knowing that every vote was verified and that the secrecy of their ballots was maintained.As Uganda approaches the 2026 General Elections, citizens are encouraged to embrace this technology, trust in the security it provides, and actively participate in the democratic process. The BVVK promises to be a cornerstone in delivering free, fair, and transparent elections for all Ugandans.
