The State House Anti-Corruption Unit has responded firmly to claims circulating on social media regarding a land dispute over Plot 106 Old Kira Road in Ntinda, Kampala. These reports, according to the Unit, are misleading, false, and meant to distract ongoing investigations into what it calls acts of impunity.
This land dispute centers on the family home of the late Johnson Orech Eliba, which was demolished on December 26th, 2022. The demolition was reportedly carried out by individuals connected to Ssemakula Sulait and Yusuf Ssemakula. This incident raised public concern and caught the attention of the Minister for Lands, Housing, and Urban Development, Hon. Judith Nabakooba. She immediately requested the Anti-Corruption Unit to step in and investigate the matter.
Following this, Evelyn Atim, representing the Orech family, reported to the Unit that the house was razed unlawfully, despite an existing court injunction against eviction and an ongoing case in the Court of Appeal. According to the Unit, the property had been in the Orech family for over 30 years, and legal disputes surrounding its ownership have been active since 2011.
The original legal case, Civil Suit No. 106 of 2011, was filed by Mrs. Lucy Mary Orech (now deceased) to challenge what she said was a fraudulent sale of the family home. However, in an attempt to sidestep justice, another case was secretly filed that resulted in a consent judgment favoring a different party, Kabogoza Mutwalibu, now also deceased. This caused confusion and triggered several legal back-and-forths, including temporary court orders to stop eviction.
According to the Attorney General, no legal execution process was ever conducted by Mr. Yusuf Ssemakula, who now claims ownership. In fact, the Attorney General clearly stated in a letter that the demolition of the property was illegal and amounted to malicious damage. He emphasized that an order of stay is still in place, and no eviction should occur until the Court of Appeal has ruled on the case.
Investigations have revealed that Mr. Yusuf Ssemakula does not possess any valid court order allowing him to take over the property. The only order that ever existed was in favor of Mr. Kabogoza, who is deceased, and no one has legally taken over his case to enforce it. A court order cannot be automatically inherited—it requires legal application and approval.
The Unit further confirmed that Mr. Ssemakula unlawfully broke the wall of the disputed property on June 5th, 2025. A case has since been opened at Kira Road Police Station under reference SD/78/05/06/2025. Mr. Ssemakula is currently on the run and is being actively sought by the police.
The Anti-Corruption Unit stressed that it will not be swayed by blackmail or false narratives. It promised to continue its work of fighting corruption and protecting public and private property by the law.
