The Uganda Communications Commission (UCC) has successfully prosecuted Mr. Dean Saava Lubowa, proprietor of the online platform TV10 – Gano Mazima, for illegal broadcasting activities that spanned nearly seven years. Investigations revealed that from November 2018, Mr. Saava installed and operated a broadcasting facility without a licence issued by UCC, in violation of the Uganda Communications Act, Cap 103.

Beyond operating without authorization, the Commission received multiple complaints alleging that his platform aired defamatory content and was used to intimidate and blackmail public officials, breaching the Minimum Broadcasting Standards.Despite formal directives from UCC ordering him to cease operations and regularize his broadcasting status, Mr. Saava continued to operate in open defiance of the law. This prompted enforcement action, including a raid on his premises in Lungujja, Kyobe Zone, Rubaga, Kampala, which was supported by the Uganda Police Force. Following the operation, Mr. Saava was arrested and charged before the Standards, Utilities, and Wildlife Court at Makindye.At the court, Mr. Saava pleaded guilty to multiple offences, including installing and operating online TV broadcasting apparatus without a licence, broadcasting without a broadcasting licence, and disobeying lawful orders issued by UCC, in violation of both the Uganda Communications Act and the Uganda Communications (Content) Regulations 2019.

The Chief Magistrate, Gladys Kamasanyu, sentenced him on Count I to a fine of UGX 3,000,000 or one year’s imprisonment; on Count II to a fine of UGX 500,000 or one year’s imprisonment; and on Count III to a fine of UGX 500,000 or six months’ imprisonment.In addition, all 45 pieces of broadcasting equipment seized from his offices and studio were forfeited to UCC for lawful disposal.
During mitigation, Mr. Saava expressed remorse for his actions and committed to complying with the law in the future, agreeing to obtain a proper licence before resuming broadcasting. This case serves as a clear reminder that illegal broadcasting and the misuse of communication platforms carry serious consequences, including fines, imprisonment, and forfeiture of equipment.
