The Directorate of Criminal Investigations (CID) based in Kibuli has arrested city tycoon Moses Kalungi, also known as “Bill Gates” or Kalungi Plaza, over allegations of involvement in a Shs 7 billion land fraud case, SpyReports has learnt.
The prominent businessman was reportedly brought to Central Police Station (CPS) in Kampala yesterday, where he has since been detained.

According to sources familiar with the investigation, Kalungi allegedly acquired land through fraudulent means, forged a land title, and later sold the same property to an investor for Shs 7 billion.
The disputed land is said to be located in Mengo, near Sanyu Babies Home.
“This man acquired land in a mafia-style deal, forged its title, and later sold it for Shs 7 billion,” a source claimed. The source further added that when the investor attempted to develop the property, he was informed that the land had legitimate owners.
The investor reportedly tried to recover his money from Kalungi but was unsuccessful. In response, he is said to have reached out to the CID leadership for assistance.
Following the complaint, CID boss reportedly intervened, and investigations established that Kalungi had fraudulently obtained the land. He is currently being held at CPS pending further investigations.
When contacted for comment, Kampala Metropolitan Police spokesperson Luke Owoyesigyire confirmed the arrest but declined to provide further details, noting that the case is being handled by CID headquarters.
