A traffic police officer has been formally charged in court for allegedly attempting to rape a female student from Kyambogo University.
Sergeant Richard Kasule, attached to the Central Police Station (CPS) in Kampala and a resident of Kireka in Kira Municipality, appeared before the Buganda Road Chief Magistrate’s Court on Monday.
Presiding Chief Magistrate Ronald Kayizzi read the charges of attempted rape and remanded him to custody until April 29, 2025, after he failed to present court sureties for bail.
The incident reportedly took place on March 30, 2025, near the Golf Course area in Kampala. According to court documents, the student had made a U-turn while driving, prompting Sgt. Kasule to stop her.
After explaining her traffic violation, he allegedly confiscated her driving permit and instructed her to follow him to another location.
It is alleged that Kasule initially demanded a bribe of Shs100,000. The student, having only Shs20,000 at the time, sent the amount to his phone via mobile money.
Upon requesting her permit back, the officer reportedly returned to her car, handed back Shs10,000, and began making unwanted advances.
Court records indicate that Kasule allegedly touched the student inappropriately and kissed her without her consent. Despite her attempts to resist and ask him to leave her vehicle, the officer reportedly refused. The student eventually managed to get away by tricking him into thinking she would return his call.
She later reported the incident to her family, who accompanied her to file an official complaint the following day. Investigations are ongoing, according to court officials.
