A fresh wave of security personnel was ushered into Uganda’s law enforcement landscape as the Police Training School Kabalye held the passout ceremony for Probationer Police Constables Intake 24/2024–2025 and Immigration Control Officers. Presiding over the ceremony, the Commandant delivered a powerful message of responsibility, urging the new officers to uphold not just the law, but also the humanity behind it.
“You are more than enforcers of the law—you are partners with the communities you serve,” the Commandant told the assembled officers. “Your duty extends beyond authority—it includes compassion, dialogue, and partnership.”

With their imminent deployment across Uganda, the officers were reminded of their critical role in shaping public confidence in the country’s institutions. The Commandant emphasized the need to maintain the dignity of the uniform, promote trust, and ensure service delivery that truly makes a difference.
“We are expectant of a positive contribution to the security of this country in all aspects,” he said. “Ensure that your presence adds value and that the people you serve can feel the impact of your service.”
The speech left a lasting impression not just as a set of instructions, but as a call to integrity, empathy, and national pride. For these new officers, their mission begins now not just to enforce the law, but to embody it.
