The State House Anti graft Unit, working with Criminal Investigations Directorate and Office of the Director of Public Prosecution have arraigned Nicodemus Sitenda Mugalu, the Deputy RDC of Gomba, before the Anti-Corruption Court on charges of abuse of office, fraudulent procurement of a certificate of title, and forgery.
Between 2016 and 2017, at the Mpigi lands office, Mugalu, who was a Cartographer then, arbitrarily plotted land overlapping an existing title held by the Madhvani Group.
He then forged an application to convert that land from customary to freehold tenure and fraudulently procured certificates of title in different individuals’ names.
Mugalu joins, Ag. Commissioner of Mapping and Surveys, Kakooza Jasper, and nine others who were previously charged with the roles they played in the fraudulent creation of titles on land belonging to the Madhvani Group Ltd, specifically on FRV 60 folio 4, in Gomba District.
He has been remanded until June 5, 2025.
