Turning Words Into Action!! Why Uganda Must Use SOPs to Fight Human Trafficking

Uganda’s fight against human trafficking has received a new boost with the launch of Standard Operating Procedures (SOPs) meant to guide officers and institutions handling such cases. But according to Deputy Inspector General of Police (DIGP) James Ocaya, these SOPs will only make a difference if they are put to real use in everyday work.

“The SOPs are not for the shelves. They are operational tools, and their value will only be realised when they are used consistently and competently across the country,” DIGP Ocaya stressed. His words highlight the need to move from documents and policies to practical action on the ground.

To make this possible, Ocaya pointed out two key steps. First is capacity building—training and skilling officers and staff, especially those in the Office of the Director of Public Prosecutions (ODPP). When officers are well-trained, they can handle evidence properly, build strong cases, and secure justice for victims. Poor handling of evidence has in the past led to the loss of important cases, giving traffickers the chance to walk free.

Second is community awareness. Traffickers often use clever tricks, false promises, and different mediums to lure victims. By exposing these methods, the community will be better prepared to prevent the crime before it happens. Public sensitization can reduce the number of victims and also make it easier for people to report suspicious activities.

Human trafficking destroys lives and weakens communities. But with strong tools like SOPs, combined with proper training and community vigilance, Uganda can take major steps in reducing this crime. The message from DIGP Ocaya is clear: success will only come if everyone—officers, prosecutors, and the community—works together to put the SOPs into practice.
