Nobody Is Above the Law, EC Boss Justice Byabakama Warns Security Agencies

The Chairperson of the Electoral Commission (EC), Justice Byabakama Mugenyi Simon, has issued a firm warning to security agencies, stressing that no individual or institution is above the law during the 2026 General Elections. Speaking while addressing the media on December 31, 2025, Justice Byabakama emphasized that security agencies must operate within the Constitution and electoral laws as the country moves into the final phase of the election roadmap. He noted that professionalism, neutrality, and respect for human rights are critical to ensuring credible elections.

Justice Byabakama reminded security agencies that their primary role in the electoral process is to provide a safe and peaceful environment for all political actors, voters, and election officials. He cautioned against intimidation, excessive force, or interference in lawful campaign activities, warning that such actions undermine public trust in the electoral process. The EC Chairperson made it clear that the Commission will not hesitate to report any violations of electoral laws, regardless of the rank or institution involved.

The EC boss also called on political leaders and candidates to work closely with security agencies while respecting established procedures and guidelines. He stressed that enforcement of the law must be fair and impartial, adding that selective application of the law threatens democracy and fuels tension. Justice Byabakama said the Commission is closely monitoring the conduct of all stakeholders, including security personnel, to ensure compliance with election laws and regulations.

As Uganda approaches polling day, the Electoral Commission has appealed for calm, tolerance, and lawful conduct from all parties. Justice Byabakama reaffirmed the Commission’s commitment to free, fair, and transparent elections, urging security agencies to act as protectors of democracy rather than participants in politics. He concluded by reminding all stakeholders that accountability will apply equally to everyone, stating clearly that nobody is above the law.
