PROFILE!! Who is Rtn. Joseph Mukasa Matovu? The MP Aspirant for Makindye Ssabagabo Municipality

Rtn. Joseph Mukasa Matovu is a committed community leader and social development expert who is running as the National Unity Platform (NUP) candidate for Member of Parliament in Makindye Ssabagabo Municipality. He is the current Executive Director of Holistic Empowerment of the Less Privileged (HELP Uganda), a local non-governmental organization (NGO) that supports and empowers vulnerable people, especially youth and women, across Uganda.

Joseph has over 20 years of experience working in civil society and managing grants from large international organizations. He has worked with donors such as USAID, CDC, UNHCR, World Bank, European Union, and many others. His areas of expertise include resource mobilization, managing partnerships, grant reporting, donor compliance, and public-private partnerships.

He holds a Bachelor of Commerce (Accounting) degree from Makerere University, a Master of Business Administration (Finance and Investment), and a Postgraduate Diploma in Project Planning and Management. In addition, he has received professional training in various areas of project and grants management.

Beyond his role at HELP Uganda, Joseph is also a partner and senior consultant at Jodes Grants Management. This firm focuses on supporting climate change adaptation and managing basket funds a form of pooled funding by multiple donors. His work has helped many communities in Uganda access resources for development.

Joseph is an active member of the Rotary Club of Namasuba. He has served as Club President, Finance Director, Project Director, Club Administrator, and currently, as a Club Learning Facilitator. In 2023/2024, he was the club president during what Rotary calls the “Hope Creator” year, and continues his service into the “Magical Year” of 2024/2025.

He is not new to politics. In 2011, he ran for the same MP seat as an independent candidate. Though he lost to the late Hon. Issa Kikungwe, he did not stop serving his community. Through HELP Uganda and Rotary, he has helped skill over 6,000 youth and women in tailoring, baking, crafts, metal fabrication, hairdressing, soap making, and more empowering them to create jobs and fight poverty.

Joseph’s campaign motto is “Service, Equity, and Transformation.” If elected, he promises to represent his people well, advocate for people-centered laws, promote good governance, and demand accountability at all levels.

He stands for real change and believes in giving every citizen a fair chance to succeed.
