A new opinion poll in Makindye-Ssabagabo shows National Unity Platform (NUP) candidate Joseph Mukasa leading by a wide margin in the race for Member of Parliament. The survey, conducted across Namasuba, Masajja, Ndejje, Busabala, Kigo, Mutungo, Mutundwe, Seguku, Kibiri, Zana, Gangu, and Lweza, captured the voices of residents from all corners of the constituency.

According to the findings, Mukasa commands 48% of the projected vote, followed by incumbent MP David Serukenya at 28%, Akram Lutaya (Independent) at 12%, Phillip Munduni (NRM) at 6%, Mahad Kauma (NUP) at 4%, and Miriam Kaluga (NUP) trailing at 2%.

Voters say they trust Mukasa because of his consistent presence and proven track record in solving community problems. His campaign message of “Service, Equity, and Transformation” has resonated strongly with those seeking a representative who will actively speak for them in Parliament and push for accountability at all levels.

Mukasa is widely known for his long service in community development and strong professional credentials. As Executive Director of Holistic Empowerment of the Less Privileged (HELP Uganda), he has helped thousands of youth and women gain skills in tailoring, baking, crafts, metal fabrication, hairdressing, soap making, and other trades. Over the years, he has worked with major international partners including USAID, CDC, UNHCR, the World Bank, and the European Union to bring much-needed projects and resources directly to local communities.

Academically, Mukasa holds a Bachelor of Commerce (Accounting) from Makerere University, a Master of Business Administration (Finance and Investment), and a Postgraduate Diploma in Project Planning and Management. His professional training in project management, resource mobilisation, and donor compliance has enabled him to manage large partnerships and deliver impactful development programs.

Mukasa first contested for the Makindye-Ssabagabo MP seat in 2011 as an independent candidate but lost. However, the setback did not slow him down. He continued working in the community, expanding training programs, supporting small businesses, and finding solutions to everyday challenges even without holding political office. Many residents say this persistence is proof of his commitment to genuine service rather than personal gain.

The poll places David Serukenya in second place. While he still commands some support, many voters criticised his performance, describing him as largely silent in Parliament and absent from community affairs. His most visible contributions, such as providing an ambulance and tents for events, are seen by some as falling short of what is expected from an MP.

Akram Lutaya ranks third, viewed as a fresh voice but lacking the deep grassroots record of the top contender. Phillip Munduni faces an uphill battle in a constituency where NUP remains dominant. Mahad Kauma holds fifth place, while Miriam Kaluga comes last, still unknown to much of the electorate.

Notably, NUP headquarters has announced that ahead of 2026, the party will prioritise capacity and performance when awarding the party flag. The leadership has indicated that underperforming MPs will not be issued flags this time. This development places Mukasa in a particularly strong position, as his proven community service, resource mobilisation skills, and track record of delivering tangible results align more closely with the party’s requirements than any other contender in Makindye-Ssabagabo.

The poll results suggest that voters are seeking a results-driven leader with both the ability and the credibility to deliver. If current trends continue, Joseph Mukasa not only stands as the people’s choice but also as the most likely NUP flag bearer for 2026.
