The Electoral Commission (EC) is set to announce the official roadmap for the Ajumani West parliamentary by-election following the death of long-serving legislator Gen. (Rtd.) Moses Ali, who passed away on July 18, 2026.The roadmap will be unveiled during a stakeholders’ meeting at the Adjumani District Headquarters, bringing together political leaders, aspiring candidates, security agencies, district officials, civil society organizations, the media and other key stakeholders.
The meeting is aimed at creating a clear understanding of the electoral process and ensuring that all participants are prepared for a peaceful, transparent and credible by-election.Electoral Commission spokesperson Julius Mucunguzi said the Commission moved quickly to organize the election in line with Uganda’s Constitution and electoral laws after receiving official notification from the Clerk to Parliament about the vacancy.According to Mucunguzi, the law requires the Electoral Commission to conduct and complete a by-election within 60 days after receiving communication that a parliamentary seat has fallen vacant.He explained that the Commission immediately started preparations after Gen. Moses Ali’s death was officially communicated, adding that the leadership of the Electoral Commission has travelled to Adjumani to engage with stakeholders and launch the electoral programme.
The roadmap is expected to outline important stages of the election process, including updating the National Voters Register, displaying the register for public inspection, nomination of candidates, campaign periods, polling day, vote counting and declaration of results.Mucunguzi emphasized that the participation of all stakeholders will be important in ensuring that the by-election is conducted smoothly and peacefully. He called on political actors, candidates and voters to respect electoral laws and cooperate with the Commission throughout the process.Residents of Adjumani West are expected to receive a detailed timetable that will guide them from the beginning of preparations up to the election of their new representative in the 12th Parliament.
The by-election is likely to attract significant political interest as political parties and independent candidates prepare to compete for the seat left vacant by Gen. Moses Ali, a veteran politician whose public service career stretched over several decades.Gen.
