President Yoweri Kaguta Museveni, who is also the Commander in Chief of the Armed Forces, has strongly called on new police officers to fight against murder, rape, and corruption in their areas if Uganda is to grow both socially and economically. Spyreports has learned this from reliable sources.
The President, who was represented by Minister of State for Internal Affairs Gen. David Muhoozi, said this during the pass-out of 3,444 police constables at the Police Training School in Kabalye, Masindi. In his message, Museveni said that when people are murdered in a community, it blocks development.

“When investors or local people are killed, others will fear coming to that place, and development will stop,” he said. He added that police must work hard to make sure no one is killed, and if someone is murdered, police should arrest and take the killers to court.
President Museveni also warned the police about corruption. He explained that corruption makes investors lose money and stops the economy from growing. “When the economy is weak, the government cannot pay police well or give them the support they need. So corruption must be fought,” he said.
Museveni also advised police officers to fight rape and defilement. “High rates of rape and defilement increase the spread of diseases like HIV/AIDS. When people fall sick, they cannot work, and the economy goes down. So you must fight these crimes in the areas where you are deployed,” he added.

Gen. Muhoozi also told the new officers that they must keep training to stay fit and sharp. “You have learned a lot in the past nine months, now use those skills in the field. Be professional and disciplined when serving the public,” he said. He also asked them to protect government programs like the Parish Development Model (PDM).
“Many people are stealing items from PDM projects like cows, pigs, and goats. You must stop these thieves,” said Gen. Muhoozi. He also urged them to make the people they serve happy by doing their work well.
Gen. Muhoozi further told them to help improve security by working well with other security agencies. “Always work together as a team. This helps us serve better,” he said. He also thanked the police leadership and the Kabalye training commandant for giving good training to the officers.
The Inspector General of Police (IGP) Abbas Byakagaba, who was represented by his deputy James Ochaya, said this large number of new officers will help in preparing for the 2026 general elections. “Adding these 3,444 officers brings our total number to over 50,000. We expect another 10,000 to be trained soon.
This will help us handle the coming elections,” he said. He also mentioned that police are now deploying in more sub-counties and 17 regions are fully covered. He advised the officers to stay healthy and avoid risky behavior. “Most of you are under 23 years old, and you have more than 37 years to serve. Stay healthy and avoid diseases like HIV/AIDS,” he warned.
The School Commandant, Assistant Commissioner of Police (ACP) Emitu Ezekiel, reminded the officers to serve the people of Uganda with kindness and respect. “You have joined a very important sector that helps keep Uganda peaceful and supports our economy. Your job is to protect those who create jobs and build the country,” he said. He also told the officers that they now carry the responsibility of protecting Uganda from threats both inside and outside the country.
He asked them to serve with honesty, patriotism, and follow the law strictly. “Do your job well and be good role models. Uganda’s future depends on your hard work, justice, and commitment,” said ACP Emitu. He also reminded them to protect the peace in Uganda, as they were born during peaceful times. Lastly, he thanked the IGP for giving Kabalye all the support it needed to carry out the training well.
