Brig. Johnson Namanya, the Commissioner Citizenship and Passport Control under the Ministry of Internal Affairs, has urged senior officers undergoing a senior Command and Staff Course at the Police College in Bwebajja to use culture in the promotion of the nation’s security.
Brig. Gen. Namanya was presiding over a cultural gala organized by the senior officers under the theme “Promoting Culture for Peace and Security” on Friday.
Gen. Namanya emphasized the importance of culture in promoting national security, highlighting the strength that lies in Uganda’s diversity, where he noted that cultural diversity helps in understanding and appreciating different perspectives, enhances adaptability, fosters resilience, and builds a stronger, more resilient society.
Representing the IGP, AIGP @NamutebiHadijj, the director of welfare production and sports, noted that “a good officer must understand not just the law, but the people.”
“We cannot effectively secure what we do not understand. Community policing, intelligence gathering, conflict prevention, and even enforcement—all succeed when grounded in cultural competence,” said AIGP Namurebi.
The IGP urges all directors, commanders, and supervisors to ensure that the culture within the Force is one of dignity, professionalism, and service. That is the culture that sustains morale. That is the culture that earns the public’s trust.
The event was attended by senior officers, including the Director of Human Resource Development, AIGP @KafeeroMoses; AIGP Felix Baryamwisaki, the Director of ICT; AIGP Jesse Kamunanwire, the Director of Human Resource Administration; CP Hirary Kulayige, the Deputy Director of CPC; and other senior officers.
