Court Convicts Land Fraudsters, Bans Them from Public Office for 10 Years

The Anti-Corruption Division Court has today delivered a major blow to land grabbers involved in the illegal acquisition of part of the Lira Central Forest Reserve. Four individuals, including two former government officials and two businessmen, have been convicted and sentenced for their roles in the fraudulent procurement of a land title belonging to the forest reserve.

Among those sentenced is Omara Geoffrey, the former Physical Planner of Lira District, who was ordered to pay a fine of UGX 2 million or serve four years in prison. His colleague, Ocen Alwong Joseph, who previously served as a Senior Land Management Officer in Lira, was fined UGX 1 million or face two years behind bars. The two officials were found guilty of using their public offices to facilitate the illegal acquisition of land within a protected area.

The court also convicted two businessmen who worked with the officials to carry out the land fraud. Okello Lawrence was fined a hefty UGX 6.4 million or two years in prison, while Okwiri Joel was fined UGX 5 million, also with a two-year jail term if he fails to pay. These businessmen were instrumental in altering land boundary marks and occupying the forest reserve for personal gain.

All four were charged with Abuse of Office, Fraudulent Procurement of a Certificate of Title, Conspiracy to Commit a Felony, Altering Boundary Marks, and Occupying a Forest Reserve for Commercial Purposes. In a plea bargain, the accused admitted their crimes and accepted their punishments, which include a total of UGX 14.4 million in fines.

In a significant move, Okello Lawrence has agreed to return the fraudulent land title to the Commissioner of Land Registration for cancellation. This is a big win in the efforts to recover illegally acquired public land.

In addition to the fines and possible imprisonment, the court has also barred all four convicts from holding public office for the next 10 years, ensuring that they will not have a chance to misuse public authority again.

This case serves as a strong warning to those involved in land grabbing and corruption. The ruling shows that the justice system is taking bold steps to protect the environment and public resources, especially against powerful individuals who abuse their positions for personal benefit.
