In a landmark ruling, the Anti-Corruption Division of the High Court has today convicted and sentenced Mr. Mpuga David, the former Chairperson of the Rakai District Service Commission, to five years in prison or a fine of 7.2 million Ugandan shillings. The ruling comes after Mpuga was found guilty of extorting money from job applicants in exchange for government positions.
Investigations revealed that Mpuga demanded and solicited a bribe of 20 million shillings from a job seeker who was hoping to be appointed as an Agricultural Officer in Rakai District. The court heard that he used his powerful position to exploit desperate job seekers who were willing to pay large sums of money just to secure employment.
To avoid a lengthy trial, Mpuga entered a plea bargain with the state. As part of the agreement, he refunded the victim a total of 30 million shillings and accepted that he would not be allowed to work in any government position for the next ten years. The court also considered this compensation and cooperation during sentencing.
This case is part of a wider operation by the Anti-Corruption Unit, which is currently investigating the illegal sale of government jobs across various districts. Recent arrests have already been made in the districts of Mpigi and Gomba, and the investigations are expected to spread to other parts of the country in the coming weeks.
The conviction of Mpuga David is a strong warning to public officials who abuse their offices for personal gain. It also brings a ray of hope to many job seekers who have lost faith in fair recruitment processes. The government has vowed to continue rooting out corruption to ensure transparency, especially in public service appointments.
