JUST IN!! Eight Scout Leaders Remanded Over Land and Property Crimes

The fight over the famous National Camping and Scouts Centre in Kaazi–Busaabala has taken a new twist after the arrest and arraignment of another senior figure. On Tuesday evening, officials from the State House Anti-Corruption Unit, working together with the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP), brought Muledhu David, the self-styled National Executive Secretary of the so-called Uganda Boys Scouts Association, before the Makindye Magistrate’s Court.

Muledhu now faces several serious charges, including unlawful occupation of land, malicious damage to property, conspiracy to commit a felony, forcible detainer, and forcible entry. Court records indicate that he is linked to the violent takeover of the Kaazi camping site in Masajja Division, Makindye Ssabagabo Municipality.

He joins seven other scout leaders who were earlier charged in the same matter. These include Buragahare Mujuni Patrick, Butumbwire Stephen, Mugisha John, Musoke Stephen Brian, Mununuzi Alex, Orwanga Michael Richard, and Anyango Francis. The group is accused of storming the Kaazi campsite on 24th June 2025, disrupting the lawful operations of the Uganda Scouts Association, and causing extensive damage to property.

The incident sparked outrage in the scouting community, as the Kaazi camping grounds are considered the heart of Uganda’s scouting movement. Many young people rely on the centre for training, outdoor activities, and leadership development, making its violent seizure a matter of public concern.

During the court session, prosecutors argued that the accused deliberately conspired to take over the property without following the law, thereby destabilizing an institution that has for decades shaped the lives of thousands of Ugandan youths.

The magistrate ordered that Mr. Muledhu be remanded until 1st September 2025, when the case will return for mention. His co-accused remain on remand as investigations continue into the scandal that has now drawn national attention.

Observers say the case highlights the growing problem of land grabbing and fraudulent leadership claims in Uganda, especially in organizations that hold valuable assets. Many are now waiting to see how the courts will handle this highly sensitive matter, which touches on the legacy and future of scouting in the country.
