Fake Presidential Contracts!! Suppliers Left Unpaid in Massive Fraud Case, Fraudster charged, Remanded to Prison

A prominent businessman has been arrested in connection with a massive procurement scam worth over UGX 800 million. Muyomba Ashiraf, the Executive Director of Hongera Saana Uganda Ltd, was arraigned before the KCCA Chief Magistrate’s Court by the Anti-Corruption Division, in collaboration with the Office of the Director of Public Prosecutions (ODPP) and the Criminal Investigations Directorate (CID). He faces charges of obtaining goods by false pretence, forgery, and uttering false documents. Muyomba has been remanded in custody until 10th December 2025.

Investigators allege that between December 2024 and April 2025, Muyomba’s company fraudulently presented itself as the “Presidential Mobilization Body for Peace and Development” under the Office of the President. Using this false claim, Hongera Saana Uganda Ltd advertised a bid notice in national newspapers, inviting suppliers to provide various goods. Several suppliers, including Ms. Nasali Shillo of Kisco International Limited and Mr. Kezimbira Isaac of K.K.N Enterprises Limited, entered into contracts with the company, delivering goods worth nearly UGX 800 million.

The delivered items ranged from thousands of kilograms of maize, soya, groundnut, and rice seeds to posho, cooking oil, sugar, mattresses, metallic double beds, farmate spray pumps, knapsacks, branded T-shirts, umbrellas, caps, and backdrops. Despite fulfilling their contractual obligations, suppliers have struggled to secure payment from Hongera Saana Uganda Ltd.

Further investigations revealed that the company had no connection to the Office of the President, contradicting the claims made in the fraudulent advertisements. Authorities say Muyomba deliberately misled suppliers and the public to benefit from the large contracts, resulting in significant financial losses for innocent businesses.

This case highlights ongoing challenges in Uganda’s procurement sector, as unscrupulous individuals continue to exploit false government affiliations to defraud suppliers. The authorities have assured that all necessary measures will be taken to bring Muyomba and any accomplices to justice.
