Yesterday, the Director of Police, AIGP Tom Magambo, delivered an insightful lecture to 334 officers participating in a leadership course at the Institute of Security and Intelligence Studies in Entebbe. The session focused on the critical connection between leadership, strategic planning, crime prevention, and socio-economic development.
During the lecture, AIGP Magambo emphasized that effective leadership in law enforcement goes beyond managing personnel; it requires understanding the broader social and economic factors that influence crime patterns. He encouraged officers to adopt strategic approaches that not only enforce the law but also contribute to sustainable development within communities.
The discussion highlighted the importance of integrating intelligence-led policing with social awareness, urging officers to consider the impact of their decisions on public trust and community well-being. By fostering a proactive, strategy-oriented mindset, AIGP Magambo argued, law enforcement can become a catalyst for positive change in society.
Participants were encouraged to develop leadership skills that are adaptive, ethical, and informed by data, enabling them to respond effectively to emerging security challenges while supporting initiatives that promote economic growth and social stability.

The lecture formed part of a broader leadership curriculum at the Institute of Security and Intelligence Studies, designed to equip police officers with the knowledge and skills required for senior roles in law enforcement and public safety management.
Officers in attendance expressed appreciation for the session, describing it as a valuable opportunity to gain insights into modern policing strategies and their role in shaping societal outcomes.
AIGP Magambo concluded by stressing that the police force must lead by example, demonstrating integrity, accountability, and strategic foresight in all operations. He underscored that leadership in security is not just about authority but about contributing meaningfully to national development.
The event reinforced the institute’s commitment to producing leaders capable of navigating complex security environments while supporting Uganda’s socio-economic transformation.
