Police Reveal Shocking Details Into Kiboga Prison Shooting Details

Uganda Police has issued a statement regarding the tragic incident that occurred on the morning of February 23, 2026, at Kiboga Prison, which left four people dead. According to the statement, prison warder Anguyo Moses reportedly went on a shooting spree after being reprimanded by his supervisor for being on his phone while on duty—a violation of prison regulations. The Deputy OC of the prison, ASP Catherine Hope, cautioned the warder, after which he allegedly chased her into the toilet of the district medical store behind the prison and shot her dead.

The violence did not stop there. The suspect then approached the vehicle of the OC of Kiboga Prison, SP Niwagaba Ivan, and opened fire on his wife, Ayebale Sarah, and their one-year-old son, Niwagaba Salson. Both were rushed to Kiboga Hospital but were pronounced dead shortly after arrival. PO1 Akishuri Bright, the third in command at the prison, confronted the suspect along Kiboga Hospital Road but was also fatally shot.

Following the shootings, Anguyo Moses fled the prison compound. During his escape, he reportedly robbed two shops, changed out of his prison uniform, and abandoned his rifle near Spring of Wisdom Primary School. Investigators have recovered the suspect’s uniform, rifle, and mobile phone, which was found near the NIRA offices in Kiboga.

The Uganda Police, together with the Homicide Unit, SOCO, and other security agencies under D/SP Batasi Ibra, visited the crime scenes, documented evidence through photographs, sketches, and notes, and recorded witness statements. Authorities confirmed that the suspect was armed with a rifle and 30 rounds of ammunition at the time of the incident.

Police are actively tracing the suspect and continuing with witness statements and postmortems on the deceased. The Uganda Police assures the public that all necessary measures are being taken to apprehend the suspect and prevent further harm. The tragic events at Kiboga Prison have left the community deeply shocked and raised urgent questions about security and discipline in the facility.
