A 23-year-old police trainee at the Police Training School (PTS) Kabalye in Masindi Municipality was left with serious injuries after a violent altercation with one of his trainers. The shocking incident occurred on February 24, 2026, during lunch hours at the 4th Bridge kitchen at the training school.
The victim, Recruit Constable Kamugisha Nobert, was involved in a struggle for food with other trainees when PC Okello Brian Chong, a 27-year-old trainer, allegedly kicked him multiple times. Reports indicate that the trainer first struck Kamugisha on the back and ribs using a jungle book, causing him to fall to the ground. The assault continued with further kicks to his ribs, inflicting severe pain and injuries.
The trainee’s condition worsened over the following days. After collapsing during a weapon training session on February 27, 2026, Kamugisha was admitted to the PTS Kabalye Health Centre IV and later referred to Masindi Artillery Hospital for specialized care. Medical reports confirmed that he suffered neurological injuries and was urinating blood, with the pathologist classifying the harm as grievous.
Police at Masindi Police Station have launched a full investigation into the assault. The scene was documented with photographs and sketches, witness statements were recorded, and PC Okello Brian Chong was arrested for interrogation. Victim Kamugisha was issued a police Form 3 to facilitate further medical examinations.
The incident has raised serious concerns about trainee safety and the conduct of trainers at police schools. Authorities continue to investigate, while the community awaits justice for the young trainee whose life and career were put at risk during what should have been a routine day of training.
