President Yoweri Museveni has ordered a major shake-up in Uganda’s Ministry of Internal Affairs following allegations of corruption linked to the maintenance of the country’s national CCTV camera system. The decision has placed several senior officials on forced leave for six months as investigations continue.In a directive dated May 23, 2026, and addressed to the Head of Public Service and Secretary to Cabinet, Museveni said he had received a detailed report from Major-General Kahinda Otafiire.

The report raised concerns about corruption involving the maintenance of police surveillance cameras installed across the country.According to Museveni, the CCTV system was originally introduced in partnership with Chinese technology company Huawei to help fight crime. However, after Huawei faced international sanctions in 2019, maintenance responsibilities were reportedly handed over to a private Ugandan company known as Dealan Associates Limited.The President said the company, which is reportedly owned by Ugandan scientists, was selected by the Ministry of Internal Affairs to handle repairs and upkeep of the surveillance infrastructure.

He also revealed that although the government released a large sum of money—about 31.37 billion shillings through the Ministry of Finance—payments to the contractor were allegedly delayed.Museveni further claimed that the contractor was not paid because some officials in the ministry, working through a middleman, demanded illegal payments. He said this kind of behavior interfered with the smooth execution of the project and delayed important government work.As a result of these allegations, the President ordered that the Permanent Secretary in the Ministry of Internal Affairs, Lt Gen Joseph Musanyufu, and Undersecretary Aggrey Wunyi should immediately proceed on forced leave.

Senior police officer AIGP Felix Baryamwitsaki was also directed to step aside while investigations continue.Museveni emphasized that the State House Anti-Corruption Unit is actively investigating the matter to establish the truth. He also instructed that an acting Permanent Secretary be appointed to ensure continuity in the ministry’s operations during the investigation period.In addition, the President called for legal action against a suspected middleman, identified as Hassan Serunjoji, if evidence confirms wrongdoing.

At the same time, he directed that any outstanding payments owed to Dealan Associates Limited should be settled without further delay if verified.This development represents one of the most significant administrative actions in recent months within Uganda’s security and internal affairs sector. It also highlights growing concerns over corruption in high-value government technology and security contracts, especially those tied to national surveillance systems.The investigation is ongoing, and further actions may follow depending on its findings.
