Luwunga LC1 Chairman, Colleague Remanded Over Alleged 311-Acre Land Grab

The Luwunga Village LC1 Chairman, Muwonge Muhammed, and Ssozi Abdalla have been remanded to prison over allegations of land grabbing, forgery and other land-related crimes in Mukono District.

The two were arraigned before the Mukono Magistrates Court by the Anti-Corruption Court authorities, working together with the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP). Court ordered that they remain on remand until August 26, 2026, as investigations into the allegations continue.

The charges stem from events that allegedly took place between October and November 2025 in Luwunga Village, Nama Sub-county, Mukono District. Prosecutors allege that the accused forcibly entered land comprised in Block 167, Plot 81, Kyaggwe, measuring about 311 acres.

The land is registered in the names of Kiwanuka Stella, who is the administrator of the estate of the late Kiwanuka Joseph Musanze.

According to the allegations, Ssozi allegedly presented himself as the owner of the disputed land. He is further accused of working together with Muhammed, the Luwunga Village chairman, to forge land sale agreements which were reportedly issued to some of the occupants and victims.

The alleged actions have raised concern because the land is said to have several occupants whose property was reportedly affected during the dispute.

Investigators further allege that the accused stole property belonging to some of the occupants on the land, including metallic water tanks and water-pumping equipment.

Muwonge and Ssozi are now facing the court case alongside two other suspects, Kayongo Bonniface and Kiseka Hamuza, who were previously charged and remanded over similar allegations connected to the disputed land.

The suspects will remain on remand as the case progresses, while authorities continue investigations into the alleged land grabbing, forgery and theft. The accused are presumed innocent until proven guilty by a competent court.
