Joint Security has launched a serious investigation that could lead to the arrest and Prosection of police Chief Spyreports has exclusively learnt.
According to the Inside security source, the Chief who is under investigation has been identified as Assistant Inspector General of Police (AIGP) Bamunoba Ubaldo (RTD) who was the Chief Political Commissar in the Uganda Police. According to information obtained by the Spy, when Bamunoba left office after the expiry of his Contract, he took the police car without the knowledge of IGP and Chief transport office.

“The law is very clear, when the Contract of AIGP expires and it has not been renewed, he or she must hand over the office and other related items such as car, laptops, stamps, official lines, money among others,”Reveals a senior police officer. The officer says Bamunoba left the office with total frustration and failed to hand over the Police car.
“Afande thought his renewal would be outomatic like how he has been rapidly promoted,” Says another source adding when he left the office, he knew he would come the next week and that is why he went with a police car. The source says some officers are now struggling with means of transport to run the police activities. “When an officer wants a police car while he or she is in retirement pending his renewal of the contract, he or she must write to IGP through the Director of Logistics and Engineering such that he can be given the permission to go with the car,” Says another source saying that he can be with that car not exceddimg three months. “Afande has been with a police car for close to five months illegally. What if it gets involved in a fatal accident it will damage the image of the force,” Another Insider says.
The source says it is criminal for any officer to use the government property when he or she is not employed or working on a contract.
Another source says Bamunoba may be arrested and prosecuted if he fails to bring back the police car before investigations are done.
Sources say most AIGPs have a habit of moving with police properties when they are out of Contracts. “Former AIGP Bangirana Godfrey also went with police items after his contract was not renewed. He was forced to bring them by IGP Ochola or he faced arrest,” A senior police officer said.
However efforts to get a comment from AIGP Bamunoba were futile as his known phone number was off by press time.
