Uganda has proudly taken its place on the global stage as it participates in the 28th Universal Postal Congress (UPU) in Dubai, United Arab Emirates. The Congress, which is the highest decision-making body of the Universal Postal Union, brings together plenipotentiaries from 192 member states. Over the coming days, the delegates will work together to shape the new UPU Strategy and set the rules that will govern international mail exchanges in the years ahead.
For Uganda, this is not just a routine gathering. It is a moment of pride and opportunity. Since joining the Union on 13 February 1964, Uganda has been deeply committed to connecting people and communities, both within the country and across the globe. Participation in the Congress reflects Uganda’s vision of ensuring that every letter, every parcel, and every digital connection creates opportunities for growth, trade, and unity.
One of the highlights of this year’s Congress is the election of members to the Council of Administration (CA) and the Postal Operations Council (POC) for the 2026–2029 cycle. Uganda, with its strong track record of service on the Council of Administration from 2012 to 2016, is once again seeking a seat. The nation’s mission is clear: to promote fair cooperation among all members, embrace innovation in the fast-changing digital world, and strengthen the systems that make international trade and communication possible.
Uganda’s presence at this Congress sends a strong message—that Africa is not just a participant, but a key player in shaping the future of global communication and commerce. With dedication and experience, Uganda stands ready to continue contributing to the Universal Postal Union, connecting nations, and ensuring that postal and digital trade remain tools for opportunity and development for all.
