Uganda Takes the Lead on Postal Development and Financial Inclusion Worldwide

Uganda has taken an active role at the 28th Universal Postal Congress currently underway in Dubai. During the meeting, the country highlighted its support for key proposals aimed at strengthening postal services worldwide.

In Committee 6, which focuses on cooperation and development, Uganda voiced strong backing for a plan that would have the Universal Postal Union (UPU) fund its regional programmes through the regular budget. Officials argued that this approach would provide greater stability, increase visibility, and improve capacity development across all regions, ensuring that postal services can grow in a sustainable and consistent way.

At the same time, Uganda made significant contributions in Committee 5 on Postal Payment Services. The country presented its position in favor of amending the 2021 Postal Financial Services Agreement. The proposed changes aim to expand the agreement to include government payments, mobile payments, and social payments, which would make postal financial services more inclusive and relevant to the needs of today’s society.

Uganda’s interventions at the congress highlight its commitment to modernizing postal systems and ensuring that services meet the demands of both urban and rural communities. By supporting these proposals, Uganda seeks to strengthen regional cooperation and promote financial inclusion through accessible postal networks.

Delegates noted that implementing these changes could enhance the role of postal services in delivering not just letters and parcels, but also critical financial services, especially in areas underserved by traditional banking systems. This could help millions of people access government services, social benefits, and mobile payment options more easily.

Uganda’s participation at the Universal Postal Congress reflects its proactive approach to global discussions on postal development and financial services. The country’s positions demonstrate a vision for postal systems that are not only efficient but also socially impactful, helping bridge gaps in communication and finance.

As the congress continues, Uganda is expected to continue advocating for initiatives that strengthen postal networks, enhance regional cooperation, and expand the reach of financial services to all citizens.
